What if homelessness didn’t have to begin in the first place? 

In Butte County, we see the same pattern over and over: a medical crisis, a job loss, a rent increase—one destabilizing moment—and suddenly someone is living in their car, cycling through emergency rooms, shelters, and the justice system. The human cost is enormous. The financial cost to our community is even greater. 

For years, services were well-intentioned but fragmented. People were sent from door to door, retelling their story, often falling through the cracks. By the time help arrived, the crisis had deepened, and the path back to stability was longer, harder, and more expensive. 

That’s the system failure True Horth Housing Alliance and our partners set out to solve. 

At TNHA, we’ve built a different model: one door, immediate access, and a coordinated plan that meets people where they are, whether they need shelter or rapid stabilization to stop homelessness before it starts. 

In just the first 2.5 months of operating the newly opened Howard Slater Navigation Center, we served over 200 individuals, including 25 people with rapid rehousing services and 35 people with homelessness prevention services. Through targeted financial assistance and stability-focused case management, 35 people never had to enter the shelter system at all. 

This is what upstream impact looks like. Fewer people entering homelessness. Faster exits for those who do. Better outcomes at a lower cost to the community.
